Zeus is pondering which person he would want to risk angering, and the bottom is Persephone being fought over by Hades and Demeter, she is half in her gloomy underworld look and half in her light look. (not actually physically being pulled 2 seperate directions, not in myth, just trying to symbolize struggle.)
